Effectively yes — "close board" describes the tapered boards fitted tight (closely) together, and "feather edge" refers to the same tapered boards. Both name the same board-by-board, overlapped, built-on-site fence. You will hear the terms used interchangeably; the fence is the same solid, durable, repairable boundary.
Built properly — deep concreted posts, gravel boards keeping the timber off the wet ground, quality treated boards strained tight — closeboard comfortably lasts 15–20 years and beyond, and because it is repairable a board at a time it can be kept going far longer. It substantially outlasts off-the-shelf panel fencing.
Because it is built by hand on site, board by board, with deeper groundwork and more timber, rather than dropped in as a pre-made panel. You pay more for the labour and materials and get a far stronger, longer-lasting, repairable fence in return. Over its life it is often the better value for exactly that reason.
